He also cites blurred lines of responsibility and authority, the over-emphasis on playing to public opinion exacerbated by the information age and social media, oversight failures, and unjustified confidence despite repeated failure. His discussion is non-political (as always), and recommends measures that can be taken to improve U.S. performance in national security matters.
