Armed conflict is as old as man, and armed conflict and human suffering are twins. Often, victors write historical narratives, and the voices of victims are silenced. In any event, international law traditionally protected aliens but did provide mechanisms to hold governments accountable for abuses against their own citizens. The human rights movement has sought not only to discourage atrocities but to also provide redress to victims. Reparation is a critical component of redress mechanisms available to victims of human rights abuses.
