The guest introduces how the Security Council of the United Nations (UNSC) has been progressively willing to use its exceptionally ‘hard’ powers ‘for ‘soft’ purposes of international justice.’ In theory, the Charter adopted by the founding members of the UN mandated the UNSC with the responsibility of establishing the existence of breach of the peace–and with maintaining/restoring international peace and security. International Humanitarian Law, which defines war crimes, made its way into an UNSC resolution for the first time in 1967, and then only considered violations of IHL as a threat to peace and security in 1993.
