Hawaii’s hospitals, walk-in clinics and other healthcare providers have been held back for decades by arcane regulations known as ‘certificate of need’ laws, or CON laws for short.
These rules dictate that anyone wanting to open a new healthcare facility or even add new beds to an existing hospital, for example, must undergo a rigorous application process that invites existing providers — potential competitors — to weigh in on the project, causing lengthy delays.
Matthew Mitchell, Ph.D., a senior research fellow at the Knee Center for the Study of Occupational Regulation at West Virginia University, believes these rules need to go, or at least be updated to make it easier for new healthcare providers to provide services. Mitchell shares why on this episode of ‘Hawaii Together,’ hosted by Kelii Akina, president and CEO of the Grassroot Institute of Hawaii.
