Most of the money in the state, and the place to which many (but not all) tax collections go, is the general fund. The Hawaii Constitution explicitly mentions this fund in provisions that together require a balanced budget. There are also, however, numerous other funds, called special funds, revolving funds, and trust funds. In 2020, there were close to two thousand of them.
Money also can be and is routinely transferred between funds, sometimes by a special law, sometimes automatically.
