Despite the warning markers, this shoreline — like all beaches in Hawaii — is supposed to belong to the public. Under state law, anything below the high wash of the waves during the time of the year that the ocean is highest is public land, and officials are obligated to protect and preserve it. But as coastal homeowners face rising sea levels brought on by climate change, the state is increasingly approving sandbags and other structures that are speeding the loss of its beaches.
