When Don Topping and I founded DPFH in 1993, little did we know that we would become a respected go-to source for policy-makers, the media and the public. In those early days questioning the failing War on Drugs was pure heresy. We’ve come a long way since then, with harm reduction becoming an accepted approach to substance misuse, with medical cannabis authorized in 29 states and counting, and even cannabis legalization (gasp!) the law in 9 jurisdictions.
But even in our supposedly blue state, there remains a reluctance to embrace the evidence-based compassionate approaches that DPFH promotes. Our Civil Asset Forfeiture law for example, which largely targets drug crimes, earns a D- from national observers; our prisoners are still being shipped to Arizona; and our residents are WAY ahead of our politicians.
