The American Rescue Plan (ARP) and Elementary and Secondary School Emergency Relief (ESSER) enhance Hawaii’s DOE’s opportunities to bring schools and classroom learning back much better from the onslaught of Covid-19. Federal funding allows for physically improved schools and also more effective teaching when teachers are prepared to work for all students’ recovery from learning loss and propel their growth. The discussion leads to recommendations for Department policy and public school teaching to gain greater success for all students.
