Successes and Weakness.
Communities in Hawaii and New Zealand have begun to successfully manage their own small-scale fisheries resources and have created systems of managing coastal fisheries on the basis of traditional knowledge and customary law that had ensured sustainability of stocks. This project will analyze their successes and weakness and propose standard guidelines for the devolution of authority from centralized government regulatory systems to decentralized, community-based management.
