Following the Federal Drug Administration’s approval of the lifesaving opioid overdose reversal medication ‘naloxone,’ also known as ‘Narcan’ as an over-the-counter medication, Honolulu City Councilmember Tyler Dos Santos-Tam introduced Bill 28, requiring certain bars, nightclubs, and other high-risk venues to have doses of naloxone spray on site in case of an overdose. The bill was passed last summer and went into effect on January 1. The opioid epidemic is an ongoing public health issue locally and nationally and has been exacerbated by the escalating use of synthetic opioids, specifically fentanyl. According to the Hawaiʻi State Department of Health, from August 2017 to August 2018, there were 59 opioid overdose deaths in the State. In 2020, that number increased to 274, a nearly 500% increase. By becoming the first City in the country to require bars, nightclubs, and other venues to carry naloxone, Honolulu is now leading the way in preventing deaths due to the opioid epidemic.
