Ocean cruising is a natural for Hawaii’s tourism industry, but federal law has held it back for more than a century, according to a new policy report from the Grassroot Institute of Hawaii. The report examines the 1886 Passenger Vessel Services Act and its effect on Hawaii’s economy. In many ways similar to the Jones Act which deals with cargo, the PVSA pertains to cruise ships. Grassroot Institute president Keli’i Akina discusses the new report with its author Jonathan Helton. a Research Associate at Grassroot Institute.
