We will discuss the dangers, effects and overall potency of this weapon in war for the future. Water treaties are hard to negotiate, and easy to violate. Floods and droughts can be controlled,a lot of power with least responsibility.
The takeaway was: Warfare of Rivers is here to stay, it has the potential to be used in singularity to dictate terms to the downstream enemy state. There is always the looming sword of climate change too.
