Kelii Akina, President of the Grassroot Institute of Hawaii and James Tabe of the Public Defender’s Office discuss the problem created by the thousands of citations issued for violations of the COVID emergency orders. Not only has the backlog of cases become a burden to the courts, but it raises the question of whether all such violations should be considered criminal offenses. Dr. Akina and Mr. Tabe analyze SB540, the Hawaii Legislature’s attempt to address the issue, and explain how the law (if passed) would affect most residents.
