While former President Trump was busy engaging in a trade war with China over the past four years, the EU was busy negotiating a major investment deal with China. The landmark deal, after seven years, has concluded. China has promised the EU that European companies will get an even playing field in China: wider market access, transparency, non-discrimination, and no forced technology transfers. China has agreed in good faith to make labor commitments, too. The deal also gives China wider access to EU markets. When taking office, President Biden promised to consult with the EU allies to engage China collectively. Complicating this is the 15 Asian/Pacific nation trade agreement – the U.S. is left out, too. Is the EU-China deal a “done” deal? Is the U.S. too late in the game? What are the strategic implications of the EU-China deal to the U.S.? Will the sudden EU-China deal damage relations between the EU and the U.S.? What will President Biden do?
