SHACKLEY F. RAFFETTO practiced law for many years in Hawaii and served as a trial judge for 27 years, including 12 as Chief Judge of the Second Circuit (Maui County) where he created and presided over the Maui Drug Court. He also served in the USMCR and the USNR, retiring with the rank of captain, Judge Advocate General’s Corps., serving as a military judge for five years and as an adjunct instructor with the US Defense Institute of International Legal Studies. Since retirement Judge Raffetto serves on the Judicial Council of the Chief Justice of Hawaii and on the Panel for Judicial Evaluation. He is active in mediation and arbitration with Dispute Prevention and Resolution and travels lecturing on US justice, rule of law and human rights. He served as visiting professor at Fukuoka University, Japan, Beijing Foreign Studies University and University of International Relations, Beijing. He recently lecture and trained Mongolian trial judges at the Judicial Council of Mongolia and participates in international educational programs as a Senior Fellow at the Geneva Center for the Democratic Control of Armed Force, Geneva. Shackley serves as volunteer Treasurer of ThinkTech.
